House Bill 1451 requires private employers in Arkansas to grant unpaid leave to employees who are veterans on Veterans Day (November 11). To qualify, the employee must provide written notice at least one month in advance and provide proof of veteran status. Employers may only deny the request if they can demonstrate that the employee's absence would adversely impact public health and safety or cause significant economic or operational disruption, as determined by the Department of Labor and Licensing. The bill does not prohibit employers from offering paid leave for Veterans Day to any employees. It also authorizes the Secretary of the Department of Labor and Licensing to establish rules for the implementation of this policy.
