It mandates that healthcare providers must notify the payor of such assignments and, in the case of out-of-network providers, provide a copy of the signed assignment. Payors are required to remit payment directly to the provider upon receipt of this notice and inform the enrollee in writing when such payments are made. If a payor incorrectly pays the enrollee instead of the provider, the payor remains liable to the provider and must rectify the payment within ten days. Additionally, the bill introduces specific disclosure and annual consent requirements for dental-only plans and explicitly defines which insurance plans are excluded from these requirements.
