Senate Bill 50 directs the Hospital, Medicaid, and Developmental Disabilities Study Subcommittee of the Arkansas Legislative Council to conduct a comprehensive study on the reform and integration of the state’s workforce and social services. The bill asserts that the current system is fragmented, confusing, and fails to adequately support employers and workers. The study will examine various programs, including unemployment insurance, vocational rehabilitation, SNAP, and child care assistance, with the goal of creating a more cohesive, efficient delivery system. The subcommittee is authorized to form work groups, consult with subject matter experts, and map out existing assets and administrative procedures. By October 1, 2026, the subcommittee must submit a final report to the Legislative Council, which must include recommendations for service integration, potential agency reorganizations, and draft legislation. The bill also tasks the Director of the Division of Workforce Services with monitoring federal reforms to the Workforce Innovation and Opportunity Act. The study mandate expires on December 31, 2026.
