Senate Bill 90 amends Arkansas law regarding meeting requirements for school district boards of directors. It mandates that boards of directors must allow members of the public to provide public comment at each meeting before addressing agenda business or entering an executive session. Eligible commenters include district residents, parents or guardians of enrolled students, and district employees. Boards are prohibited from requiring prior approval for public comments, though they may utilize an accessible sign-up sheet until the meeting begins. Each eligible commenter must be allotted at least three minutes to speak. The bill prohibits comments that would prejudice the board regarding specific student or personnel disciplinary or employment actions. If the public comment period exceeds 30 minutes, boards are permitted to move non-agenda items to a later time in the meeting.
