Senate Bill 94 amends existing Arkansas law regarding the licensing requirements for new all-terrain vehicle (ATV) and low-speed vehicle dealers. The bill removes the mandate for these specific dealers to maintain dedicated on-site service and parts storage areas, as well as the requirement to perform repair and warranty work directly at their licensed business location. In exchange for this exemption, dealers are required to provide either direct service or the name of a qualified service provider located within 40 miles of the dealership. Additionally, dealers must ensure warranty services are covered, coordinate with local warranty providers, and report these service arrangements to the Arkansas Motor Vehicle Commission annually. The bill mandates that these service details be provided to purchasers and directs the Commission to promulgate rules for implementation. The act applies to both existing licensed dealers and new applicants.
