House Bill 1296 mandates that health benefit plans in Arkansas, including Medicaid and the Arkansas Health and Opportunity for Me Program, provide coverage for healthcare services delivered through mobile units. A mobile unit is defined as a temporary, portable structure or vehicle equipped to provide medical care that complies with Department of Health regulations. The bill requires insurers to cover services provided in a mobile unit if that same service would be covered when provided in a traditional clinical setting. Furthermore, it stipulates that cost-sharing requirements, such as copayments and deductibles, for services provided in a mobile unit must be no less favorable to the subscriber than those applied to the same service at a standard facility. The legislation applies to health insurance companies, hospital and medical service corporations, and self-funded health benefit plans. Workers' compensation plans are explicitly excluded from these requirements.
