House Bill 1486 amends Arkansas Code § 27-67-322(c) regarding the reacquisition of surplus right-of-way property previously acquired by the State Highway Commission. Specifically, the bill clarifies that when a remnant or portion of an original acquisition is declared surplus, it may be reacquired by the original owner at its current market value. Additionally, the legislation modifies the appraisal process for determining this market value. Under the proposed change, the number of required certified or licensed appraisers is reduced from three to two.
