House Bill 1572 mandates that the Arkansas Department of Energy and Environment commission an independent consulting firm to conduct a technical feasibility study on implementing new nuclear energy generation in the state. The chosen firm must be neutral regarding reactor technology, possess significant nuclear industry experience, and be staffed by experts in reactor design, regulation, and siting. Preference for the contract will be given to firms owned or managed by military veterans with nuclear operating experience. The study is required to evaluate various factors, including the economic and environmental impacts, optimal siting criteria (such as proximity to data centers or military bases), the maturity of modular reactor technologies, and workforce implications. The Department and state electric utilities are directed to cooperate with the study while protecting confidential and proprietary information. A final report must be submitted to the Governor and legislative leadership within 15 months, and the act includes an emergency clause to address concerns regarding the adequacy of the state's power supply.
