Furthermore, the bill restricts state licensing boards from sanctioning medical practitioners for speech, expression, or association protected by the First Amendment, unless such actions directly caused physical harm to a patient within a doctor-patient relationship. Finally, it requires healthcare payers to annually file and disclose policies regarding services they refuse to cover based on conscience objections.
