Senate Bill 457 amends Arkansas law regarding the release of individuals from parole or post-release supervision who were under the age of 18 at the time of their offense. The bill establishes a process where the Post-Prison Transfer Board may discharge such individuals if they have served at least five years of supervision without a violation and the original prosecuting attorney consents. If the board proposes a discharge, it must notify the relevant prosecuting attorney, who then has 60 days to object. If the prosecuting attorney does not object within that window, the individual is discharged from supervision. Upon discharge, the bill mandates that the individual’s constitutional right to vote is restored, provided no other constitutional provisions conflict.
