The bill shortens the timeframe for boards to fill vacancies to 30 or 60 days, depending on the reason for the vacancy, and shifts the authority to the county quorum court if a board fails to act or is left with a minority of members. It requires candidates to be given at least five minutes to present their qualifications at a public meeting. All proceedings regarding appointments must be conducted in open meetings, prohibiting executive sessions. If no valid petitions are received after the prescribed process, boards or quorum courts are permitted to use an alternative method to fill the vacancy.
