House Bill 1966 creates a mechanism for incorporated towns and cities of the second class to petition for the establishment of a local public elementary school or satellite school. This process is applicable to municipalities that have experienced a school district consolidation within the last twenty years and possess the necessary facilities to support a school. The process requires a written appeal by the local municipality and parents to the receiving school district's board of directors. If the receiving district approves the request, both parties must jointly file an appeal with the State Board of Education for final authorization. The bill also allows the municipality and the school district to enter into agreements regarding in-kind contributions to help fund or maintain these school facilities. These schools would operate as part of the receiving school district.
